The conformity assessment in the form of examination of specifications on production, design documentation, programs and techniques of specimen tests, and also examination of documentation at certification of the welding technologies applied during the manufacturing of production is carried out at launching the production into manufacturing or during introduction of modifications of a design, documentation or manufacturing techniques of production.
The need of such form of the assessment occurs:
- by orders of the central executive authorities which are exercise functions of public administration or state regulation (supervision) in legislatively adjustable field;
- by the initiative of the developer of technical documentation (specifications, technical specifications, technical requirements, CD, etc.) as end products of the TD developer intended to the subsequent sale, transfer of copyright, the property rights, etc.;
- by the initiative of subjects of economic activity – manufacturers, suppliers of products;
- by the initiative of the end user of production - the licensee, operating organization.
The procedures and requirements to carrying out an conformity assessment (examination) of specifications, technical specifications on production in legislatively adjustable field are established by Technical regulations on production (the module B (type checking) according to the Order of the Cabinet of Ministers of Ukraine N 1585 (7.10.2003) "On the approval of Technical regulations of modules of the conformity assessment "), but could be also defined by normative documents of the central executive authorities which are exercise functions the function of public administration or state regulation (supervision) in legislatively adjustable field (for example by "The instruction about an order of consideration and coordination of specifications on production" (
GND 306.6.01/1.075-03) of the State nuclear regulatory Inspectorate of Ukraine);
In legislatively unregulated field, i.e. in the absence of the Technical regulations defining requirements to production and its adoption, the procedures and requirements to carrying out the conformity assessment (examination) of specifications and technical specifications on production are specified by standards of the Register CERTATOM.
These standards specify the requirements to carrying out the conformity assessment, identical to the module B (to OCMU of 7.10.2003 N 1585). In such case, the procedures of carrying out the conformity assessment in the Register are carried out in compliance with all additional requirements of the end user (for example, the requirements of NAEK "Energoatom", specified in the Instruction about the order of consideration and coordination of specifications IN-D.0.06.030-08).
According to results of an assessment (examination) of the developed technical documentation, the certificate of conformity to the specified requirements with the appendix of the substantiating documents (expert opinions, calculations, justifications, test reports, acts of acceptance, etc.) is issued by the Register CERTATOM.
In «Register CERTATOM» the provided services of the conformity assessment bodies of production accredited in legislatively adjustable and not adjustable field are:
- examination of engineering documentation for production;
- certification of production;
- carrying out tests (preliminary, acceptance, standard, periodic, qualification);
- supervision of manufacturing of production;
- acceptance inspections;
- conformity assessment to an acceptance form;
- assessment of technical condition (qualification) of the equipment.
The application of various forms of confirmation of compliance is defined by a choice from the procedures offered in «Register CERTATOM» coordinated between the Customer and the assessment body.
The complete model of confirmation of conformity – the acceptance of production consists of a conformity assessment in the form of supervision of manufacturing of production in critical control points, acceptance inspections of production and control of finished goods (further – supervision of production and acceptance inspections).
Each of forms of the conformity assessment could be applied separately or in connection with another one.
Scope of supervision works of acceptance inspections, control of finished goods, the obligatory technological and control operations covered by these forms of an assessment, control points and their statuses are defined by quality plans on the base of standards of «Register CERTATOM» and/or standards of the organizations – final users of production, for example, requirements of SOU NAEK «Energoatom», and also contractual (contract) documents.
